An early morning commuter train collides with a pick up truck filled with C-4 Explosives, derailing it. A man named Dar shoots a man and steals his briefcase. The Counter-Terrorist Unit find that someone on the FBI watch list was spotted and may have been involved in the train bombing. Jack Bauer is working as a special adviser to the Secretary of Defense James Heller and is in love with his daughter Audrey Raines. He returns to C.T.U. for a defense department meeting but ends up torturing the suspect that was involved in the train crash to give up that Secretary Heller was the real target and the train was diversionary. At that moment, the kidnappers arrive and take Heller and Audrey. Jack hears her helpless screams over the cellphone.

Jack is detained for torturing a suspect, but gains leverage because of Andrew Paige, the computer programmer that stumbled on the Internet site. Jack asks to be reinstated if Driscoll wants the kid picked up. She reluctantly agrees. Behrooz Araz delivers a mysterious briefcase to the site where Heller is. However, his girlfriend Debbie Pendelton sees the warehouse, but doesn't know that that is where Heller is being kept. Jack and Ronnie are furious to discover that a terrorist picked Andrew up before them. They argue whether they should trail him or bring him in for questioning. They have a quick fight and Ronnie cold cocks Jack. He chains him to a pipe and decides to intercept the hostile, but is shot and killed. Jack frees himself and quickly gets to his vehicle and trails the suspect. A web cast of Heller is displayed over the Internet, saying that he will be put on trial in less that three hours.

Jack continues to trail the suspect but Driscoll is against it. She orders everyone at C.T.U. to locate and capture Jack Bauer and the hostile he is tracking. He calls Chloe and asks for satellite coverage due to the fact that they are nearing the canyons. She agrees. The hostile Jack is tracking and two other men torture Andrew Paige, and just before the two men can kill him, Jack intervenes and snipes them. He continues to follow the hostile until he goes into a gas station. Jack urges Chloe to hurry but she says it'll take a little longer. Jack figures he needs to keep the hostile in there. He dons a mask and enters, ordering everyone to put their hands up. He is going to rob it to prevent the hostile from getting back on the road.
